The International Bureau of Weights and Measures (BIPM) is an intergovernmental organization whose mandate is to provide the basis for a coherent system of measurements throughout the world, traceable to the International System of Units (SI). The BIPM Ionizing Radiation Department operates services that enable metrology institutes to demonstrate the equivalence of their national standards for radiation dosimetry and radionuclide metrology. The services are based on high-accuracy primary standards and high-precision transfer instruments; development and improvement of the instrumentation and methods constitutes a major part of its R&D programme.

Principal duties and responsibilities

Directly reporting to the BIPM Director, the post holder main accountabilities will be to:

  • Develop and implement the strategy for ionizing radiation metrology at the BIPM in collaboration with the BIPM Director and the President of the Consultative Committee for Ionizing Radiation (CCRI).
  • Carry out the role of Executive Secretary for the CCRI.
  • Communicate the work in ionizing radiation metrology to the governing body (the CIPM), regional metrology organizations, national metrology organizations and other stakeholders, including contributing to capacity building / knowledge transfer activities.
  • Lead the scientific work of the Ionizing Radiation Department in accordance with the agreed work program; manage work carried out at external facilities.
  • Manage the staff of the Ionizing Radiation Department and arrange secondments for scientists from national metrology institutes to contribute to the work of the Department.
  • Manage the Department’s finances and infrastructure.
  • As a member of the BIPM Management Team, contribute to the development of consensus views on key issues for the operation and development of the BIPM, and promote such views with staff.
  • Maintain and encourage a strong health and safety culture in the Department, working closely with the Radiation Protection Advisor to ensure compliance with ionizing radiation safety regulations.
  • Perform other duties as required by the BIPM Director.

Required qualifications

Education

  • PhD or equivalent qualification.

Work experience

  • At least 10 years of relevant experience in ionizing radiation metrology.

Skills and competencies

  • Knowledge of ionizing radiation metrology and the international measurement system.
  • A radiation protection competence certificate or equivalent experience.
  • Experience of working to a quality assurance management system such as ISO17025.
  • A fluent level of spoken and written English and a working knowledge of French (following lessons if necessary).
  • The ability to work in a multicultural environment and to maintain good working relations inside and outside the organization.
  • Management, leadership, communication, and inter-personal skills.

Terms of employment

The BIPM offers for this position a full-time appointment with an initial probationary period of six months. The annual gross salary on appointment will be competitive and will depend on qualifications and experience. It is expected that the annual gross salary offered, which is not subject to income tax in France (but taken into consideration for the calculation of the effective taxation rate, depending on the marital situation), will be between 99 189 and 102 151 euros. Allowances are applicable to an expatriate and depend on family circumstances.

Benefits include a minimum of thirty-seven working days’ vacation per year. The BIPM provides a contributory pension scheme and private health insurance for staff members, which can be extended to cover dependents.
